Maintenance Program
1. General
1.1. What is an OMP?
Your owner/operator maintenance program should include all scheduled maintenance tasks to be performed on your aircraft to keep it in condition based on:
- approved maintenance documents (e.g. MRB, Maintenance Manual)
- regulations (e.g. ZLLV, EC2042/2003 )
- recommendations of manufacturers and authorities (e.g. AD’s, Service Bulletins, LTA’s)
The maintenance programme must establish compliance with instructions for continuing airworthiness issued by:
- type certificate holder
- supplementary type certificate holder and
- any other organisation that publishes such data in accordance with Part-21
- instructions issued by the competent authority or
- in the absence of specific recommendations, instructions defined by the owner or the operator and approved by the competent authority.
The basis shall be:
- The basic maintenance document such as Maintenance Manual Chapter 4& 5, Maintenance Planning Document incl. Maintenance Review Board & Limitations
- Combined with your installed products, parts and appliances maintenance manual recommendation. That includes any kind of changes (e.g. STC's, engineering orders).
Applicable mandatory requirements for compliance with Part-21 and national requirements should be incorporated into the owner or operator’s maintenance programme as soon as possible.
The maintenance programme should
- contain details, including frequency, kind and interval of all maintenance to be carried out, including any specific tasks, definitions linked to operation and utilisation.
- cover a description of the programme, procedures and standard maintenance practises as well as repetitive maintenance tasks derived from modifications and repairs
- reflect your utilization, operational requirements and operating environment.
- be reviewed and amended periodically to suit new requirements, revisions of basic documents, the maintenance needs of your aircraft and your operation.
The aircraft should only be maintained to one approved maintenance programme at a given point in time.
As an approved document it is your compliance document for maintaining your aircraft.

1.2. OMP Application
Send your application together with your OMP document and the OMP checklist for approval to ACG, department AOT/ACE.
The approval page should include the following:
- Clear identification of the document number and current revision status
- Signature of the person who established the OMP
- Signature of the accountable manager that indicates the acceptance of the OMP
- Space for the ACG approval
Refer Terms and Conditions of business.
1.3. Application Timeframe
as per EC Regulation 2042/2003 / ZLLV 2005
Commercial operated Aircraft:
Applications to be provided as soon as possible
Approval of the OMP to be obtained before 28.09.05
Non-commercial operated Aircrafts:
Applications to be provided after 28.09.05
Approval of the OMP to be obtained before 28.09.07
1.4. OMP Approval Basis
Basis are the requirements laid down in ZLLV §48 and EC 2042/2003 Part M, M.A 302
Every aircraft shall be maintained in accordance with one maintenance programme approved by the competent authority, which shall be periodically reviewed and amended accordingly.
When the maintenance programme is used by several operators, it is important to remember that it is the responsibility of each operator to have that maintenance programme approved under its own name and by its competent authority.
Where an owner or operator wishes to change from one approved programme to another, a transfer check or inspection may need to be performed in order to implement the change.
The maintenance programme and any subsequent amendments shall be approved by the competent authority.
When the aircraft continuing airworthiness is managed by an M.A. Subpart G organisation the maintenance programme and its amendments may be approved through a maintenance programme procedure established by such organisation (indirect approval).

Commercially operated Aircraft:
AOCV §8, § 19(a) and ZLLV § 60 (2) require
Austrian AOC holders / Operators (§ 102 Abs. 2 LFG) to establish an OMP in accordance with EC regulation 2042 Part M, Subpart C.
Non-commercially operated Aircraft:
ZLLV § 65 & § 66 require
all aircraft covered by Basic Regulation 1592 except Annex II* to establish an OMP in accordance with EC regulation 2042 Part M, Subpart C.
* A/C specified in Annex II of Basic Regulation 1592 and Military, Police, Customs or similar
Introduction of Part M :
EC 2042/2003 Part M was developed out of JAR-OPS Subpart M and JAR-Part M (not published) and is applicable to all AC registered and third country AC operated in EU member States.
JAR-OPS Subpart M is still applicable to non EU members.
EC 2042/2003 Part M replaces JAR-OPS Subpart M, major parts of AGM Leaflets 25, 26 & 27, Appendix 1 to AMC OPS 1.890(a) &1.910 (a), (b) and others.
These items are now incorporated in Part M Subpart C, M.A’s, AMC’s and appendices to the AMC.
3. Responsibilities
3.1. Owner/Operator is responsible for continuing airworthiness of an aircraft (see M.A. Subpart C) with regard to M.A. 302 Maintenance Programme as follows:
- The maintenance of the aircraft is performed in accordance with the approved maintenance programme as specified in M.A.302
- Ensuring that maintenance is performed in compliance with the approved OMP.
- Initiating maintenance, and ensuring that the A/C is not used before Maintenance is completed.
- Maintenance programme development and amendments if performed by the sub-contracted subpart G-Organisation
3.2. CAMO
For every aircraft managed, the approved continuing airworthiness management organisation shall:
- develop and control a maintenance programme for the aircraft managed including a reliability programme, where applicable.
- present the aircraft maintenance programme and its amendments to the ACG for approval and provide a copy of the programme to the owner of non-commercially operated aircraft.
- ensure that all maintenance is carried out in accordance with the approved maintenance programme and released in accordance with Part M, Subpart H
3.3. The owner or the M.A. Subpart G approved continuing airworthiness management organisation (as applicable) should have a system:
- to ensure that all aircraft maintenance checks are performed within the limits prescribed by the approved aircraft maintenance programme or its postponement is allowed in accordance with a procedure agreed by the appropriate ACG.
- have a system to analyse the effectiveness of the maintenance programme
3.4. Pilot-owner maintenance authorisation
For any privately operated aircraft of simple design with a maximum take-off mass of less than 2730 kg, glider or balloon limited pilot owner maintenance shall be defined in the aircraft maintenance programme.
The pilot-owner is the person who owns or jointly owns the aircraft being maintained and holds a valid pilot licence with the appropriate type or class rating. The pilot-owner may issue the certificate of release to service.

4. Creating an OMP document
The following attachment will give you guidance and structure of your Operator Maintenance Programme document. You should use this as a checklist and as compliance document specific to your company, aircraft and operation.
This Checklist is based on M.A.302, AMC’s , Appendix 1 to AMC M.A.302 and provides information concerning the contents of an approved aircraft maintenance programme / reliability programmes.

5. Reliability programmes
Should be developed for aircraft maintenance programmes based upon
- MSG logic
- or those that include condition monitored components or that
- do not contain overhaul time periods for all significant system components.
Are not required for aircraft
- not considered as large aircraft or
- that contain overhaul time periods for all significant aircraft system components.
The reliability programmes purpose is to ensure that the aircraft maintenance programme tasks
- are effective and their periodicity is adequate.
- provides an appropriate means of monitoring the effectiveness of the maintenance programme.
- may result in the escalation or deletion of a maintenance task, as well as the de-escalation or addition of a maintenance task (variation)
6. What happens after application for an OMP approval?
ACG/AOT Department Flugtechnik/ Division Airworthiness and Certification technical team will review the submitted OMP document including the OMP checklist against the requirements. Any discrepancies will be forwarded to the applicant for revision, and resubmission.
Once the OMP complies with the regulations, ACG AOT/ACE will approve the OMP and return the approval/approval page to the owner/operator.
