Training courses for obtaining a restricted private pilot licence for ultralight aeroplanes commenced on or after 15-01-2011 shall be performend according to the regulations of this syllabus, with the exception of courses which have commenced before 15-01-2011 and will be completed before 15-11-2012 (see: Licensing regulations for restricted private pilots for ultralight aeroplanes, item 1.3.2).

Regulation (EU) No 996/2010 on the investigation and prevention of accidents and incidents in civil aviation
December 3, 2010 

This Regulation came into force on the 2nd December 2010. With immediate effect the Unfalluntersuchungsstelle des Bundes - Fachbereich Luftfahrt has to be notified of accidents (art 2 lit 1) and serious incidents (art 2 lit 16). The obligation to inform the ACG – Zentrale Meldestelle persists.

Results of the Part-145 Round Robin 2008

The results from the Part-145 Round Robin 2008 are now available. There were some areas from improvement in the audited paragraphs 145.A.30 (d) and 145.A.65 (a) and (c) identified. The graphs of the results show the overall result for each audit question due to the fact that the same questions were used for all organisations.

In the future your aircraft could be randomly selected for a ramp check on an airfield by Austrian Aviation Safety Inspectors. This inspection program is a result of the transition from national aviation regulations to the EASA standard (Part M). The program is commonly known as the "fleet survey".

Information on the implementation of JAR-FCL 2
April 1, 2009 

The implementation of JAR-FCL 2 brings changes concerning instruction, examinations, the revalidation of licences and the keeping of the flight books as well as the flight time records.

Private helicopter pilot syllabus according to JAR-FCL 2.125
March 31, 2009 

PPL(H) courses according to JAR-FCL 2 can be attended beginning with March 15 2009 at registered facilities. The instruction has to be based on the private helicopter pilot syllabus according to JAR-FCL 2.125.

As of March 15, 2009 the amendment of ZLPV 2006 came into force
March 30, 2009 

The principle parts of the amendment refer to the implementation of JAR-FCL 2 into Austrian Law, the implementation of an EU-wide licence for air-traffic controllers and students. Furthermore ICAO language proficiency requirements for pilots and air-traffic controllers were implemented. The amendment also brings a reduction in the aeromedical data the authority has to be provided with by the Aeromedical Examiners.

Aeromedical regulations changed by the amendment of ZLPV 2006
March 24, 2009 

The amendment of ZLPV 2006 brings modifications according to the reporting system and implements Requirements for European Class 3 Medical Certification of Air Traffic Controllers. Further information you can find on the webpage of the aeromedical section.  

Information to Part M Revision and ZLLV-Amendment

The changes to VO (EG) 2042/2003 ("Part-M") are in force with 29.10.2008, the ZLLV-Novelle if in force with 28.10.2008.

The possibility of an temporary deviation according to M.A.201(i) and Art. 14 (4) of VO (EG) 216/2008 is no longer possible.

In General, it is now possible to use an additional one year part M implementation time in General Aviation. Details please refer to.

This syllabus regulates the instruction for obtaining the private pilot license (PPL) (§ 23 ZLPV 2006) according to the specifications of JAR-FCL 1 Subpart C as well as the concurrent aquirement of a class-rating for a single engined piston airplane with a single pilot.

Revised skill test forms
January 9, 2009 

Following skill test forms have been revised:

  • Contents of the ATPL/ type rating/ skill test and proficiency check on multi-pilot aeroplanes

  • Contents of the class/ type rating/ training/ skill test and proficiency check on single-engine and multi-engine single-pilot aeroplanes

  • Revalidation of SEP

Those have to be used for examinations as of January 1, 2009.  

Transition period for training according to ZLPV extended

Renewal of ratings

Expired ratings like class ratings (SEP, SET, MEP), instrument ratings and inactive type ratings (SPA, MPA) can be renewed in compliance with specifications determined by Austro Control.

 

The requirements to comply with are oriented on one side by the technical requirements that are associated with the ratings, on the other side by the period of time that passed since expiration of the rating.

 

Training courses are exclusively held by FTOs oder TRTOs.

 

These rules are applicable as of January 1, 2009.

November 18, 2008 

With the upcoming legal validity of the amendment 2008 of the ZLPV 2006, amongst others the legal basis for issuing Medicals for Air Traffic Controllers will change. The existing requirements will be replaced by the “Requirements for European Class 3 Medical Certification of Air Traffic Controllers“ released by the Eurocontrol from 08.02.2006.

The objective release will be renewed by the time of actual validity of the quoted amendment.

EU-OPS: Update of Annex III
 

The appendix III of the regulation (EEC) No. 1899/2006 has been changed by the regulation (EEC) No. 8/2008 and amended to the regulations of the JAR OPS 1 (Amendment 9 to 12). That means that aviation enterprises operating fixed-wing aircraft have to fulfill the requirements regulated in appendix III till 16 July 2008.

Fuel Tank Safety Training
 

AMC material to the related Agency Decisions

 

The Agency Decisions 2007/001/R, 2007/002/R and 2007/003/R reflect the necessary fuel tank safety training for personnel in Part 145 organisations or CAMO's. It is sufficient for the level 1 training (awareness training) to be conducted until end of march 2008 and the level 2 training (detailed training) to be conducted until end of 2010. This training is necessary for aircraft with more than 30 passengers or with more then 3402kg payload.

Implementation of th EC2042/2003 "Fleet Survey"

One the fundamental responsabilities of the EU civil avaition authorities is the supervision of the airworthiness of registered airplanes. Hence, Austro Control has to introduce a new audit based aircraft sample program beginning with 2006 - the Fleet Survey. This sample program will cover detailed inspections during maintenance visits, ramp checks and in-flight surveys.
